我在 windows 下的 cmd 创建了虚拟环境，然后再 pycharm 里的 setting 配置 base interpreter 设置了虚拟环境中的 python.exe,并且继承了虚拟环境中的包....但是创建出来的环境并没有包含虚拟环境中包...这是为什么？
